Privatization Support
JAI can provide Privatization Support Services (A-76) for the following areas:
Strategic, tactical, and operational level planning. This could include activities such as the following:
- Establishing basic requirements for a privatization program (implementation of OMB A-76 requirements)
- Establishing a systematic program to identify activities/items that should be procured commercially
- Establishing a formal methodology to be used for the justification of in-house Government performance of work
- Development of planning documents (including Quality Assurance, baseline planning studies, etc.).
Cost estimates and economic analyses, including the following:
- Establishing a systematic methodology for cost estimating and cost comparison
- Comparison of in-house bids to proposed ISSA prices
- Development of in-house Government cost estimates including capital costs, operating costs, ODCs, overhead and G&A costs
- Performance of economic analyses.
Assessments and/or studies of potential privatization initiatives, including the following:
- Development of innovative privatization methodologies
- Development of public-private partnership concepts
- Comparative evaluation of alternative privatization methodologies from the standpoint of feasibility for the Government, the interests of the Government, and acceptability by commercial sources.
Procurement process, including the following:
- Development of RFP’s and associated work statements and specifications
- Identification of qualified vendors
- Responding to vendor questions regarding RFPs
- Source Evaluation Board activities
- Analysis and comparison of vendor proposals.
